HP Sues Employees for Leaving, Cisco Cries Foul

Canada regulator rules on wholesale Internet billing

Canada's telecommunications regulator said Tuesday that telephone and cable providers will have two options in how they charge small, independent Internet providers for wholesale access to their networks--but volume-based billing isn't in the cards. The ruling will have the biggest impact on Bell Canada, a unit of Montreal-based BCE Inc., as it provides more resale than its peers. Bell Canada had argued that a volume-based billing method was the best way to recover a network provider's investment costs. In a much-anticipated decision, the Canadian Radio-television and Telecommunications Commission, or CRTC, said big telephone and cable companies can adopt a capacity-based billing model, under which independent Internet-service suppliers buy in advance the capacity they believe they'll require. Should demand exceed that capacity, small Internet providers may be forced to buy more network access. The second option is a flat-rate model, in which telecom and cable companies sell wholesale access at a cost regardless of usage.........

Trai repeats call to scrap 69 licences for rollout delays

Telecom regulator Trai has reiterated its stand of November 18, 2010 that 69 licences awarded since 2008 should be cancelled for failure to roll out networks in time. Sticking to its stance in a fresh letter to the department of telecom this month, Trai has asked DoT to proceed against these 69 licences as they would not be eligible for any reprieve as a result of any future change in rollout obligations. If DoT complies, this would imply en masse cancellation of a majority of licences issued by jailed ex-telecom minister A Raja. This will pave the way for the return of roughly 300 MHz of spectrum in the 1800 MHz band, valued at about Rs 40,000 crore at the 3G benchmark price. In 2010, Trai had recommended action ranging from 'cancel immediately' to 'consider for cancellation/serious legal action' for 69 licences and penalty. After nearly eight months, DoT issued notices for cancellation of 15 licenses, while the remaining 54 notices are to be issued within the following week. - TOI
